Is it permissible for an individual to be 13 yards away from Kaaba while performing the circumambulation?

In the name of Allah, it is not permissible for the pilgrim to circumambulate the obligatory tawaaf outside the shrine of Abraham (PBUH), but is permissible in case there is hardness or difficulty, for example crowds. Allah knows best.
