If a person has an amount of money that is sufficient for the Hajj, but he does not now have what he pays for Khums of his Hajj, is it permissible for him to delay the payment after the Hajj, and is it permissible to consult with the representative of Marja' in that or authorize payment after the Hajj?

In the name of Allah, he requests permission from the authority directly or through his representative to pay, with paying something from the Khums in order to go to Hajj. It is not permissible to consult, and it does not absolve the person. Allah knows best.
