What is the ruling if pilgrims are required to perform sa‘y (jogging) in the basement level or on the second or third floor?
Answer
In the name of Allah, if the starting and ending points of the new sa‘y area are connected to what remains of the original Safa and Marwah mountains — not the artificial extensions — then there is no problem performing sa‘y in the new area on the ground floor or the basement level. As for the upper floors: if the path of the one performing sa‘y is not higher in elevation than the two mountains, then it is valid; otherwise, it is not. Allah knows best.
