Can I use the Khums to help family members like my sister or mother?

In the name of Allah, the mother is not permissible because it is obligatory for you to support her. As for brothers and sisters, it is permissible with permission if it is the share of the imam (PBUH). The share of Sayed people, on the other hand, is permitted to directly be given, provided that all the conditions of Khums are met. Allah knows best.
