I have not performed Hajj before due to the condition of financial capability not being met. If someone offers to gift me the expenses of Hajj, am I required to accept it, and would I then be considered capable (mustati‘) for Hajj?

In the name of Allah, if someone offers you the expenses, Hajj becomes obligatory upon you. Allah knows best.

There are thousands of people who have been delegated to Hajj in this year on the expense of the government and not within the planned Hajj program. Most of them are not from the security martyrs' families. What is the ruling of their Hajj, noting that it is on the expense of the public money which is the right of all Iraqi people?

In the name of Allah, my son, it seems that you are not aware of the issues related to the martyrs' families as it does not mean the martyrs of the Mujahideen (fighters) in the battlefields only; rather, it includes the martyrs resulted from the past Saddam party. If we assume that someone was able to deceive the authorities in charge and obtained the license for Hajj only using his own money, he is sinful because he has done the manipulation of public order and whoever went using public money without legal justification, he is an extorter and must return the money to its people, even if the Hajj was correct. Allah is the All Guide and Knowing.
