If someone wants to fast in the month of Rajab, which is recommended, and also to commemorate the Imam Ali Al-Hadi's (PBUH) martyrdom on the third of Rajab, is it still permissible to fast on the 3rd of Rajab? And if the answer is yes, what should be the intention?

In the name of Allah, if the person is not an obligatory fasting on that day, the intention for fasting should be for fasting the recommended fast. However, if they have a religious obligation to fast, they should prioritize that obligation, and then they can make the intention to fast the 3rd of Rajab with sincerity and earn the reward for it. Allah knows best.
