Was Prophet Moses' intervention based on legal grounds when he found two men fighting, one from his people and the other from his enemy, or was the unintentional killing he committed considered a crime?

In the name of Allah, Pharaoh's man was deserving of death because he was a polytheist who worshiped Pharaoh. Allah says, "Kill the polytheists wherever you find them." However, Moses (PBUH) was angry at the Pharaoh's man for his oppression against the believer, yet Moses was compelled. Therefore, Moses (PBUH) did not commit a sin; rather, this happened before his victory over Pharaoh and his followers, and he was compelled to act. Allah is the Guide.
