If I have date palm trees in different locations, and the zakat threshold is not reached in any single location, but the total quantity may reach the threshold when combined, is zakat obligatory, or is it waived?

In the name of Allah, you should calculate the total yield of your date palm trees in the various locations. If the total quantity reaches the zakat threshold, then you are obligated to pay both zakat and khums. Otherwise, you would only be required to pay khums. Allah knows best.
